I do not like the idea of putting 13 there. It’s not going to get washed properly. Save it for the next load.
In fact—now that I look at it more—this entire dishwasher is overloaded. There are almost no gaps between any of the dishes. Nothing is going to get washed properly.
It’s perfectly loaded. Keep in mind that there’s water splashing around for two hours or so. 13 will be fine, too. Big gaps are not necessary.
My own dishwashing experience says otherwise.

All I’m saying is that my 25-some years spent loading dishwashers says that this is too densely packed. You need to leave at least some space between the dishes.

You are aware this is the manufacturer’s manual? If this dishwasher is overloaded according to your experience, you either miss some crucial step in operating them or only have experience with pretty bad dishwashers.
I don’t care what the manual says; it is wrong.
I’ve been using dishwashers all of my adolescent and adult life. I know what a proper load looks like.
But don’t take my word for it, watch the dishwasher saga on Technology Connections, and then try to tell me that the manual is still correct. Alec literally installed a window in a dishwasher to test what I’m saying. Are you going to tell me that you’re not going to believe what you can see with your own eyes?
Well, I use dishwashers since my parents first bought one and was taught by them to load them exactly in this way. I do have dirty dishes once or twice a year which is an indicator that I missed the control lamps telling me to add salt or rinse aid. So I did see that this loading technique works with my own eyes several thousand times.
Speaking of Technology Connections – he’s an American channel, refering to American dishwashers. I do know his video on dishwashers, and was amazed by the quirks of American dishwashers he described. OP posted a manual of an European diswasher, so I am not sure whether this video is appliable.
Das kann man direkt in der WG aufhängen. Führt bestimmt nicht zu Konflikten.

So wie meine Mitbewohner die Spülmaschine beladen scheinen sie zu glauben sie funktioniert magisch. Alles steht viel zu dicht, teils blockieren sich die Spülarme. Zusätzlich wird viel zu selten angestellt, sodass das Geschirr teils lebendig geworden ist. Wirklich schön wenn man aus dem Urlaub zurück kommt…
Es regt mich so auf, wenn die Mitbewohner die flachen Teller in die breiten Nischen reinstellen. Da ist in der Spülmaschine direkt nur halb so fassungsvermögend.
