Because we should glorify service to the people, and service to the state can be and sometimes is an abstract a form of that. Same reason we pay teachers in pats on the back instead of money.

i’m not a lawyer but i can read legalese. i’m willing to work for the administration if they don’t pay close enough attention that i’m allowed to subvert their goals, such as blaming any future case losses on incompetence (accurate) or gassiness (also accurate). also if they pay so much that I can afford at least three new hearts. do you need to have passed the bar to work for the doj in this administration?
it’s those asides that make the film feel alive though. fleshed out. can’t be the entire dialogue, but if your film is direct A→B→C ect ect ect the characters feel one dimensional.
